The word
"often " in Thai language we say "bòri" (บ่อย)

"káo rórng-hâai bòri"
(เขาร้องไห้บ่อย )
(he/she) (cry) (often)

"bòri"
(บ่อย) = often
"mâi bòri" (ไม่บ่อย) =not often

So you could say...
"káo rórng-hâai mâi bòri"
(he/she) (to cry) (not often) (เขาร้องไห้ไม่บ่อย)
But it's more natural,if you say "mâi kôri" (ไม่ค่อย)
"mâi kôri" means "not often, not so much"

In this case the pattern is
mâi kôri + verb
So It will be...
"káo mâi kôri rórng-hâai"
(he/she) (not often) (to cry) (เขาไม่ค่อยร้องไห้)
